These buildings serve a wide variety of purposes, used for worship, for training, for administration and for business.
The highest governance body, the General Synod, has allocated £100m to be spent updating these buildings over the next 10 years. It is up to the diocese to decide how to do this.
There is division within the diocese. The chief financial officer would like to upgrade the training facilities, parklands and business areas and utilise these to generate extra revenue. This would focus the spend on a core of about 20 buildings.
The clergy (priests) would prefer to see the 40 churches updated. The archdeacon (a senior priest) supports this.
The CIO would prefer to use these resources to update administrative buildings and general administrative functions such as IT.
The Estates department has 8 individuals with the title of ‘project manager’. These are mostly from an engineering background. They do not use a common methodology for projects. The department has never attempted anything on this scale before.
The bishop of Leeds (the Head of the Diocese) has had advice from a peer that a PMO can be very useful in implementing this. The bishop has asked the Head of Estates to set up a PMO. The Head of Estates is not sure, he has seen PMO’s that have not provided benefit in the past. The Head of Projects sees this as good opportunity to establish a PMO and drive best practice in the organisation. You are a PMO consultant he has engaged to help.
