Social and Political Factors
Before the fall of the Berlin wall in 1989, Poland had the highest rate of cigarette consumption in the world, averaging out to more than 3,500 cigarettes a year per one Polish person. (Center for Global Development. n.d). The high rate of tobacco consumption was mainly attributed to the communist government in control at the time. This communist government was self-interested in keeping the Polish people’s health-related consequences from smoking to gain revenue from the Polish people’s addiction to tobacco. Additionally, tobacco control regulations were rarely enforced. The government rejected stricter tobacco control legislation introduced in the early 1980s because it was a danger to government revenue during a recession. (Center for Global Development. n.d).
Smoking in Poland a Change in Culture
After the fall of communism, tobacco addiction was on the rise. The now privatized tobacco industry exposed the nation to the extensive influence of foreign cooperations, which took over more than 90 percent of Poland’s tobacco industry, making them more abundant, cheaper, and easier to obtain. In the early 1990’s that a change in culture began to occur. The 1990s is when Poland’s scientific community first produced the local scientific evidence demonstrating the devastating health consequences of smoking and lay the groundwork for the anti-tobacco movement. Poland then held a “Tobacco free New- Europe” conference consisting of European health advocates resulting in a set of policy recommendations that helped to form Poland’s anti-tobacco laws. Lastly, the Health Promotion Foundation was founded to oversee health promotion and anti-tobacco education initiatives. With the new legislation and health-promoting education, a change in culture was made.
How to Overcome Cultural Bias
Cultural bias is a type of ethnocentrism in which members of a specific ethnic group view the outside world through the prism of their own cultural norms. It differs from racism because it focuses on cultural distinctions rather than anthropological traits like skin color. When members of one culture assume that its social norms apply to all cultures, bias emerges. They consider those who don’t adhere to those customs to be outsiders. They reject racial variety, which causes societal unrest. (Abuwala, 2019) Developing cultural competence is the best approach for the nurse to get past biases. Cultural competence is known as the capacity to comprehend, value, and communicate with individuals from other cultures or worldviews. When we are young, many of our prejudices are developed by the adults around us, the media, television, and news, as well as a general lack of exposure to individuals who are different from us. Fortunately, the more contact we have with various types of individuals, the more we realize that our biases are unfounded and the more willing our brains are to let go of our preconceptions. Is it More Difficult to Deal with Some Groups as Opposed to Others?
Dealing with some cultural groups as opposed to others can be more difficult. It is crucial to spend time researching the situation and the subject. A unique behavior or thinking of the other party must be evaluated from your point of view, which was created in a specific cultural background when engaging in intercultural communication.
Using the Cultural Information learned about others
Some people use the information they learn about other cultures to enrich their points of view and improve communication with people of different cultures. But others might stigmatize and stereotype those from another culture because of gaps in information, prejudice, and assumptions made.
Does Cultural knowledge Influence or Change the nurses’ Practice and Interaction with others?
Cultural knowledge can change the nurse’s course of practice and influence their interaction with others by enhancing their understanding of others’ cultural differences. With cultural knowledge, a nurse can communicate education regarding whatever ails the person with respect for their beliefs and stigmas regarding the illness. A nurse’s cultural knowledge and understanding could increase the patient’s awareness and encourage them to adhere more to their treatments. The knowledge could also help with report between the patient and the nurse.

WINDSHIELD SURVEY/COMMUNITY ASSESSMENT
Conduct a “Windshield Survey” in a section of your community. Instructions for the survey can be found in Stanhope and Lancaster (2020) on page 383, Table 17.5. As you notice, conducting a Windshield Survey requires that you either walk around or drive around a particular section of the community and take notes about what you observe. A Windshield Survey cannot be conducted by reviewing websites or Google Earth only. It requires actually taking a look at the selected area of the community. This survey should be focused on the problem and population you have selected for your practicum project. If you choose, for example, obesity among Hispanic schoolchildren, you might want to locate a section of the community where many Hispanic children live, or you might want to conduct the Windshield Survey around where Hispanic children attend school. If Hispanic children are not found in a specific section of your community (e.g., Chinatown in San Francisco or Harlem in New York), then you may select the section of the community where you live or work but pay particular attention to your practicum population and practicum problem as you conduct a survey of the community as viewed through the eyes of the public health nurse.
