You are expected to examine the emergency plans, evacuation procedures, incident response procedures and management strategies of the facilities (unlimited to the scope of this course). Illustrate in your TMA-Report how the respective facilities play their part in the overall preparedness of the Tuas Industrial Community as follows:

(a) Facility 1, Emergency Authority: SCDF Tuas View Fire Station (SCDF/TVFS)

Established in 2014, TVFS has a staff strength of 74 trained emergency response personnel operating in 3-rota (shift-system). Headed by the Station Commander, TVFS is equipped with emergency appliances such as Fire Engines, Combined Platform

Ladder, Breathing Apparatus Tender, Chemical Tender, Hazardous Materials (HazMat) Mitigation Vehicle, HazMat Support Vehicle, and Emergency Medical Ambulance. Being faced with potential toxic industrial chemical (TIC) threat scenarios, TVFS is one of SCDF’s specialized HazMat Fire Stations, providing emergency response coverage to the Tuas Industrial Areas.

During the visit, you need to analyse and establish understanding of the unit’s nature of operation, area of operational coverage, pre-determined response resources, level of competency of the standby personnel, standard and specialized appliances and equipment, unit’s incident management structure, incident response procedures, and readiness outreach programs, if any

(b) Facility 2, Private Industry: PSA Tuas Port (Mega Port).

PSA Tuas Port was officially opened on 1 September 2022. Upon full completion in the 2040s, Tuas Port will have a handling capacity of 65 million twenty-foot equivalent units (TEUs), almost double the volume of 37.5mil TEUs handled in 2021. Tuas Port

will occupy about 1337ha of land (approximately 3300 football fields) when completed. There will be 66 berths spanning 26km capable of handling the largest container ships. For quality, security, and safety control, the facility is wellequipped with 24/7 central monitoring systems with integrated supervisory control and data acquisition (SCADA) system and closed-circuit television (CCTV) systems.

During the visit, you need to analyse and establish understanding of the company’s nature of business, associated hazard-scenarios, tier level classification, level of competency of the company emergency response team (CERT) with respect to the SCDF’s National CERT Standard requirements, company’s incident management structure, occupants’ evacuation and CERT incident response procedures, readiness outreach programs, and mutual aid participation, if any.

(c) The Industrial Community: Tuas Industrial Park (TIP).

TIP is a choice site for Singapore’s industrial development, being far away from the main residential areas and the commercial district. Heavy industries can be found in Tuas, although not as much as on Jurong Island. TIP currently houses two of

Singapore’s four incinerator plants (Tuas Incinerator and Tuas South Incinerator); a world-scale renewable diesel plant, using palm oil as feedstock, among many other heavy industries. Tuas Mega Port began operations in 2021 and will be completed by 2040 to house all of PSA international current assets and operations, TIP will be further expanded as part of the Tuas South extension to house the world’s largest storage of oil.

During the visit, you need to analyse and establish understanding of how the overall community preparedness of the Tuas Industry was built, drawing from the inquiries during the visit to Facility 1 and Facility 2, as well as additional research from the relevant websites. Your research should include potential hazard-scenarios of the Tuas Industry, the concept of preparedness, readiness outreach programs, mutual aid and community self-help programs, and major incident joint operation management structure, if any.
