The key feature of President Obama’s foreign policy approach was “multilateralism”, that is, working closely with European and other allies and international organizations to find diplomatic approaches to world problems. Examples are the Paris Climate Accord (2016), the Iran Nuclear Deal (2015), the Trans-Pacific Partnership (TPP) trade agreement (2016). President Trump came into office articulating what he called an “America First” foreign policy, arguing that America has paid too much of the cost and received too little of the benefit from such international engagement. He unilaterally pulled the United States out of the aforementioned international agreements and, in doing so, created a great deal of distance between the United States and our formerly closest European allies. Following on these two administrations, President Biden faces a challenging world environment. With the Russian invasion of Ukraine, he faces the most severe foreign policy challenge in Europe since World War II, and that is only one of the foreign policy dilemmas on his plate.
